George H. W. Bush was a World War II Navy pilot, diplomat, and Vice President under Reagan who presided over the peaceful end of the Cold War and the collapse of the Soviet Union. He assembled the international coalition that expelled Iraq from Kuwait in the Persian Gulf War and signed the Americans with Disabilities Act, the Clean Air Act Amendments of 1990, and the Immigration Act of 1990. His breaking of the 'no new taxes' pledge contributed to his 1992 defeat, while his decision not to advance on Baghdad remained contested. Bush is now credited with the most skillful management of a great-power transition in modern American history. That skill did not win him a second term.
