Signed by Harry Truman on July 26, 1947, the National Security Act unified the War and Navy Departments into the National Military Establishment (renamed the Department of Defense in 1949), created the Air Force as a separate service, established the National Security Council to advise the President, and created the Central Intelligence Agency to coordinate foreign intelligence. The Act is the constitutional charter of the modern national-security state, and its structures have been iterated on repeatedly — most recently by the Intelligence Reform and Terrorism Prevention Act of 2004, which created the Director of National Intelligence.
